Teros the Bookkeeper is still stuck in his goldo due to the Emergency Protocol with his chauffeur, but can still talk to his cousin Odia. They discuss a plan, but can't do anything yet. A message comes from the chief commissioner of the Ligare, Annis Ligare II, that all Ligare agents and all Ligare Tutelas have fallen and that there is therefore no more police force in Tridecapolis. It seems like his last message, because he doesn't finish it and seems to be knocked down. It's unclear if all the Syndicate members get it...

Teros, the new Regent, then sends a message to the Syndicate's encrypted channel, calling them to go to the Decadomum, to the Bottom Chamber, a bomb shelter in the bottom of the Decadomum.

Army officers Colonel Bobel Auctoritas Tenebris and Major Earl Wezem Tenebris are en route to the Auctoritas Tenebris Army reserve base downtown Tridecapolis. They have to fight through Underground units, which fortunately they are very adept at.
